如何向外商通知海關(guān)總署2019年144號(hào)公告新艙單政策

關(guān)務(wù)小二

2019年9月12日，中國海關(guān)總署發(fā)布了2019年第144號(hào)公告關(guān)于調(diào)整水空運(yùn)艙單管理相關(guān)事項(xiàng)（全文詳見：http://ljiljak.com/thread-434-1-1.html），該新艙單規(guī)定于2019年11月15日起執(zhí)行，原海關(guān)總署公告2017年第56號(hào)同時(shí)廢止。



那么，如何將該艙單新規(guī)通知給外商呢？關(guān)務(wù)小二近期收到企業(yè)此類需求，有英文版通知是最好不過，故特此整理發(fā)布予以企業(yè)溝通便利。

建議國內(nèi)企業(yè)準(zhǔn)備兩項(xiàng)內(nèi)容：
一是海關(guān)新規(guī)概述；
二是海關(guān)總署2019年144號(hào)公告英文版。

（一）相關(guān)郵件通知內(nèi)容參考：

Dear Guanwuxiaoer:

The General Administration of Customs China (GACC) has released announcement No.144 [2019] to advise changes in its manifest rules on imports and exports which will go into effect on November 15, 2019.

In order to ensure the smooth progress of the “two-step declaration” business reform,  Customs will strengthen the management of water and air transport inbound and outbound manifests, standardize data declaration, simplify data filling requirements, ensure data accuracy, and effectively implement safety access and risk prevention and control mechanisms.

The key adjustments are as follows:

The following data items will be removed from manifest and are no longer a requirement:

• Consignor’s company code
• Consignee’s company code
• Notify Party’s company code
• Name of contact person for Consignee
• Phone number of contact person for Consignee

另外，可以再加一段話讓外商安心：

The procedure of new manifest adjustment does not lead to the disclosure of clients’ business sensitive information. Sensitive data items added to the manifest (except for the name of the consignee) shall not be shown on the bill of lading issued by the carrier. After the manifest is sent to the customs, the customs staff must protect the trade secrets and secrets relevant to customs work in accordance with the law.

新艙單調(diào)整的流程不會(huì)導(dǎo)致客戶的商業(yè)敏感信息被公開。承運(yùn)人簽發(fā)的提單并不會(huì)顯示這些新增至艙單的敏感數(shù)據(jù)項(xiàng) (收貨人名稱除外)。艙單發(fā)送至海關(guān)后，海關(guān)工作人員依法須保護(hù)商業(yè)秘密和海關(guān)工作秘密。

關(guān)于調(diào)整水空運(yùn)艙單管理相關(guān)事項(xiàng)的公告

For the purposes of ensuring the smooth progress of the reform of the “two-step declaration” business, effectively strengthening the management of manifests for inbound and outbound water and air transportation, regulating data declaration, simplifying the requirements for entering of data, ensuring data accuracy, and effectively implementing the safety access and risk prevention and control mechanism, the relevant matters are hereby announced as follows:
為確?！皟刹缴陥?bào)”業(yè)務(wù)改革順利推進(jìn)，切實(shí)加強(qiáng)海關(guān)對(duì)水運(yùn)和空運(yùn)進(jìn)出境艙單的管理，規(guī)范數(shù)據(jù)申報(bào)，簡化數(shù)據(jù)填制要求，保證數(shù)據(jù)準(zhǔn)確，有效實(shí)施安全準(zhǔn)入和風(fēng)險(xiǎn)防控機(jī)制，現(xiàn)就有關(guān)事項(xiàng)公告如下：

I. Relevant logistics enterprises shall, in strict accordance with the Measures of the Customs of the People's Republic of China for the Administration of Manifests for the Means of Transport Entering and Leaving China (Issued by Order No. 172, GACC and amended by Order No. 235 and No. 240, GACC) and the provisions of the relevant announcement on the time limit for the transmission of the electronic data of manifests for import and export, transmit manifests and relevant electronic data to the Customs.
一、相關(guān)物流企業(yè)應(yīng)當(dāng)嚴(yán)格按照《中華人民共和國海關(guān)進(jìn)出境運(yùn)輸工具艙單管理辦法》（海關(guān)總署令第172號(hào)公布，根據(jù)海關(guān)總署令第235、240號(hào)修改）以及關(guān)于進(jìn)出境艙單電子數(shù)據(jù)傳輸時(shí)限相關(guān)公告的規(guī)定，向海關(guān)傳輸艙單及相關(guān)電子數(shù)據(jù)。

Enterprises that have had unified social credit codes shall, after undergoing the recordation formalities with the Customs, use the unified social credit codes to transfer electronic data of manifests to the Customs.
已具備統(tǒng)一社會(huì)信用代碼的企業(yè)，經(jīng)海關(guān)備案后使用統(tǒng)一社會(huì)信用代碼向海關(guān)傳輸艙單電子數(shù)據(jù)。

II. The Customs shall strictly check the time limit for the transmission of the electronic data of manifests, and impose penalties upon logistics enterprises transmitting electronic data of manifests beyond the time limit according to the relevant provisions.
二、海關(guān)對(duì)艙單電子數(shù)據(jù)傳輸時(shí)限進(jìn)行嚴(yán)格檢查，對(duì)超過時(shí)限傳輸艙單電子數(shù)據(jù)的物流企業(yè)，按照相關(guān)規(guī)定予以處罰。

III. The transmission requirements for the data items of some manifests for water and air transportation shall be adjusted as follows:
三、部分水運(yùn)、空運(yùn)艙單數(shù)據(jù)項(xiàng)傳輸要求作如下調(diào)整：

1. Data Items of the Original Manifest (see Annexes 1, 14, and 15 for entering conditions and specifications).
（一）《原始艙單數(shù)據(jù)項(xiàng)》（填制條件和填制規(guī)范見附件1、附件14、附件15）。

(1) “Code of the first domestic destination port at which the means of transport arrives,” “Date and time of arrival of the means of transport at the first domestic destination port,” “Code of location or country of cargo consignment,” and “Customs status code of cargo” are adjusted to “Required items” of “main data” and item “{75}” of “Other data.”
1．“運(yùn)輸工具抵達(dá)關(guān)境內(nèi)第一個(gè)目的港代碼”“ 運(yùn)輸工具抵達(dá)關(guān)境內(nèi)第一個(gè)目的港的日期和時(shí)間”“貨物托運(yùn)的地點(diǎn)或者國家代碼”“貨物海關(guān)狀態(tài)代碼”調(diào)整為“主要數(shù)據(jù)”的“必填項(xiàng)”，“其他數(shù)據(jù)”的“{75}”項(xiàng)。

(2) The “Code of communication mode category” corresponding to the “Contact number of consignee,” and the “Code of communication mode category” corresponding to “Contact number of informant” are adjusted to “Condition items” of “Main data.”
2．“收貨人聯(lián)系號(hào)碼”對(duì)應(yīng)的“通訊方式類別代碼”、“ 通知人聯(lián)系號(hào)碼”對(duì)應(yīng)的“通訊方式類別代碼”調(diào)整為“主要數(shù)據(jù)”的“條件項(xiàng)”。

(3) The data item name of the “Code of reason for alteration” is adjusted to “Code of reason for change,” and the entering conditions are adjusted to the “Condition items” of the “Main data” and “Other data.”
3.“更改原因代碼”的數(shù)據(jù)項(xiàng)名稱調(diào)整為“變更原因代碼”，填制條件調(diào)整為“主要數(shù)據(jù)”和“其他數(shù)據(jù)”的“條件項(xiàng)”。

(4) The names of data items of “Address (Street and E-mail) of consignee,” “Address (Street and E-mail) of consignor,” and “Address (Street and E-mail) of informant” are respectively adjusted to “Address of consignee,” “Address of consignor,” and “Address of informant.”
4．“收貨人地址（街道、郵箱）”“發(fā)貨人地址（街道、郵箱）”“通知人地址（街道、郵箱）”的數(shù)據(jù)項(xiàng)名稱分別調(diào)整為“收貨人地址”“發(fā)貨人地址”“通知人地址”。

(5) The data item name of “Country Code” is adjusted to “Country (Region) Code.”
5．“國家代碼”的數(shù)據(jù)項(xiàng)名稱調(diào)整為“國家（地區(qū)）代碼”。

(6) “Cargo volume,” “Value of cargo consigned,” “Code of amount type,” “Code of country passed,” “Code of previous Customs document type,” “Number of previous Customs document,” “Dock operation instruction code” , “Identification of intermediate carrier,” “Contact number of intermediate carrier,” item 40 “Code of communication mode category,” “Code of consignee,” item 44 “City name,” item 45 “Province code,” item 46 “Province name,” Item 47 “Zip code,” “Name of specific contact person of consignee,” “Contact number of specific contact person of consignee,” item 53 “Code of communication mode category,” “Code of consignor,” item 57 “City name,” item 58 “Province code,” item 59 “Province name,” item 60 “Zip code,” “Code of deconsolidator,” “Address (Street and E-mail) of delivery destination of cargo,” item 66 “City name,” item 67 “Province code,” item 68 “Province name,” item 69 “Zip code,” item 70 “Country code,” “Informant code,” item 74 “City name , item 75 “Province code,” item 76 “Province name,” item 77 “Zip code,” “Cargo description supplementary information,” “ Code of Customs formalities,” “Code of origin,” “Sole consignment number” and other data items are deleted.

2. Data Items of the Advance Manifest (see Annexes 1, 14, and 15 for entering conditions and specifications).
（二）《預(yù)配艙單數(shù)據(jù)項(xiàng)》（填制條件和填制規(guī)范見附件2、附件14、附件15）。

(1) “Code of location or country of cargo consignment,” and “Customs status code of cargo” are adjusted to “Required items” of “main data” and item “{310}” of “Other data.”
1．“貨物托運(yùn)的地點(diǎn)或者國家代碼”“貨物海關(guān)狀態(tài)代碼”調(diào)整為“主要數(shù)據(jù)”的“必填項(xiàng)”，“其他數(shù)據(jù)”的“{310}”項(xiàng)。

(2) The “Code of communication mode category” corresponding to the “Contact number of consignor” is adjusted to “Required item” of “Main data.”
2．“發(fā)貨人聯(lián)系號(hào)碼”對(duì)應(yīng)的“通訊方式類別代碼”調(diào)整為“主要數(shù)據(jù)”的“必填項(xiàng)”。
(3) The data item name of the “Code of reason for alteration” is adjusted to “Code of reason for change,” and the entering conditions are adjusted to the “Condition items” of the “Main data” and “Other data.”        3.“更改原因代碼”的數(shù)據(jù)項(xiàng)名稱調(diào)整為“變更原因代碼”，填制條件調(diào)整為“主要數(shù)據(jù)”和“其他數(shù)據(jù)”的“條件項(xiàng)”。

(4) The names of data items of “Address (Street and E-mail) of consignee,” “Address (Street and E-mail) of consignor,” “Address (Street and E-mail) of informant” are respectively adjusted to “Address of consignee,” “Address of consignor,” and “Address of informant.”

3. Data Items of the Loading List (see Annexes 3, 14, and 15 for entering conditions and specifications).
（三）《裝載艙單數(shù)據(jù)項(xiàng)》（填制條件和填制規(guī)范見附件3、附件14、附件15）。

Data items such as “Sealed number, type and sealer” and “Brief description of cargo” are deleted
刪減“封志號(hào)碼，類型和施加封志人”“貨物簡要描述”等數(shù)據(jù)項(xiàng)。

4. Data Items of the Tally Report and Data Items of the Cargo Distribution and Articles Tally Report (see Annexes 4, 14, and 15 for entering conditions and specifications).
（四）《理貨報(bào)告數(shù)據(jù)項(xiàng)和分撥貨物、物品理貨報(bào)告數(shù)據(jù)項(xiàng)》（填制條件和填制規(guī)范見附件4、附件14、附件15）。

“Name of person responsible for tally,” “Contact number of person responsible for tally,” item 11 “Code of communication mode type,” “Name of captain/chief mate,” “Contact number of captain/chief mate,” item 14 “Code of communication mode type,” “Stowage location of vessel,” “Code of damage type,” “Damage type,” “Code of damage range,” “Damage range,” “Damage degree,” “Cargo volume” and other data items are deleted.
刪除“理貨責(zé)任人名稱”、“理貨責(zé)任人聯(lián)系號(hào)碼”、第11項(xiàng)“通訊方式類別代碼”、“船長/大副名稱”、“船長/大副聯(lián)系號(hào)碼”、第14項(xiàng)“通訊方式類別代碼”、“船舶貝位”、“殘損類型代碼”、“殘損類型”、“殘損范圍代碼”、“殘損范圍”、“殘損程度”、“貨物體積”等數(shù)據(jù)項(xiàng)。
