1.您所咨詢的問(wèn)題應(yīng)與海關(guān)職能業(yè)務(wù)有關(guān)，對(duì)于不屬于海關(guān)職能工作的內(nèi)容將不予答復(fù)和解釋。

2.通關(guān)咨詢點(diǎn)僅受理始發(fā)地（運(yùn)抵地）為深圳以及運(yùn)抵地（始發(fā)地）為中歐陸?？炀€沿線國(guó)家的咨詢事宜。

3.網(wǎng)上業(yè)務(wù)咨詢僅供參考。用戶應(yīng)以實(shí)際通關(guān)、辦理海關(guān)相關(guān)手續(xù)時(shí)的口岸海關(guān)的解釋和要求為準(zhǔn)，對(duì)用戶使用網(wǎng)站提供的資料和服務(wù)時(shí)可能存在的風(fēng)險(xiǎn)由用戶本人承擔(dān)。

Customs clearance coordination focal point for 1+4 countries

The aim of our focal point is to ensure expedited clearance of goods moving along China-Europe Land-Sea Express Line and to facilitate communications between Shenzhen Customs and business circles、enterprises、and individuals from countries along the China-Europe Land-Sea Express Line. If you should encounter any inconveniences in customs clearance matters, don’t hesitate to let us know, and we will be very glad to help you out.

1.Your inquiry should be relevant to China Customs’ obligation. We will not reply questions beyond our obligation.

2.Please be aware that this online coordination focal point is set up for cargos、express items and postal articles whose origin(destination) are Shenzhen and destination (origin) are countries along the China-Europe Land-Sea Express Line. We are unable to deal with things outside our jurisdiction.

3.The reply is used for reference only. Users should comply with regulations and rules of Port Customs when handling with relevant customs formalities, and should shoulder the consequences of possible risks.

In order to promote trade between China and Hungary, North Macedonia, Serbia and Greece (1+4 Countries), and to constantly enhance trade safety and security as well as clearance facilitation, Shanghai Customs District has set up the Customs Clearance Coordination Focal Point For 1+4 Countries. To use this service, please read the Notice carefully.

1.This service deals with enquiries on customs clearance of seaborne cargoes and conveyances from/to Shanghai to/from Hungary, North Macedonia, Serbia and Greece only.

2.Only enquiries submitted by the consignor/consignee of the cargoes, the customs brokers or persons in charge of conveyances will be accepted.

3.Please send your enquiries to [email protected], and put your questions and related information comprehensively and accurately. The country involved and your contact information shall be provided.

4.The service is available in Chinese and English languages.

4月9日，第六次中歐陸?？炀€海關(guān)通關(guān)便利化合作工作組會(huì)議在深圳閉幕。會(huì)議就建立通關(guān)協(xié)調(diào)咨詢點(diǎn)，推動(dòng)中國(guó)—中東歐國(guó)家海關(guān)信息中心建設(shè)，深化“經(jīng)認(rèn)證的經(jīng)營(yíng)者”（AEO）互認(rèn)、海關(guān)行政互助協(xié)查、“智慧海關(guān)、智能邊境、智享聯(lián)通”（“三智”）試點(diǎn)等領(lǐng)域的務(wù)實(shí)合作等議題開展交流。

來(lái)自海關(guān)總署國(guó)際司、企管司、標(biāo)法中心以及上海、寧波、深圳海關(guān)等直屬海關(guān)，中國(guó)駐歐盟使團(tuán)，中遠(yuǎn)海運(yùn)集團(tuán)以及匈牙利、塞爾維亞、北馬其頓、希臘（中歐陸?？炀€沿線四國(guó)）海關(guān)及駐華使館的39名代表通過(guò)線上+線下方式參會(huì)。

中歐陸?？炀€是匈塞鐵路的延長(zhǎng)線和升級(jí)版，南起希臘比雷埃夫斯港，北至匈牙利布達(dá)佩斯，途經(jīng)北馬其頓、塞爾維亞，直接輻射人口3200多萬(wàn)，是繼海上的傳統(tǒng)海運(yùn)航線、陸上的中歐班列之外的“第三條貿(mào)易通道”，為遠(yuǎn)東至中歐腹地的貨源提供了更為快捷的物流通道。

2月9日，習(xí)近平主席在中國(guó)—中東歐國(guó)家領(lǐng)導(dǎo)人峰會(huì)主旨講話中建議各方“聚焦互聯(lián)互通，暢通聯(lián)動(dòng)發(fā)展的合作動(dòng)脈”，并推動(dòng)建設(shè)“中歐陸?？炀€沿線國(guó)家通關(guān)協(xié)調(diào)咨詢點(diǎn)”，得到了與會(huì)中東歐國(guó)家領(lǐng)導(dǎo)人的積極響應(yīng)。

近年來(lái)，中國(guó)海關(guān)不斷推動(dòng)與希臘、匈牙利、北馬其頓和塞爾維亞四國(guó)海關(guān)的機(jī)制化務(wù)實(shí)合作，已召開了五次“1+4”工作組會(huì)議，切實(shí)提升中歐陸?？炀€貿(mào)易安全和通關(guān)便利化水平。

2020年，中歐陸?？炀€完成總箱量122,213標(biāo)箱，同比增長(zhǎng)47%；2021年1至3月，中歐陸?？炀€完成總箱量30,227標(biāo)箱，同比增長(zhǎng)24.1%。

為貫徹落實(shí)習(xí)近平主席與中東歐國(guó)家領(lǐng)導(dǎo)人在峰會(huì)上達(dá)成的共識(shí)，第六次“1+4”工作組會(huì)議與會(huì)各方一致同意設(shè)立“通關(guān)協(xié)調(diào)咨詢點(diǎn)”，討論并原則通過(guò)了《中歐陸海快線沿線國(guó)家通關(guān)協(xié)調(diào)咨詢點(diǎn)工作辦法》，并就開展“三智”合作試點(diǎn)等共同感興趣的議題深入交換意見(jiàn)，同時(shí)確定了2021年海關(guān)合作的優(yōu)先項(xiàng)目。

下一步，各方將進(jìn)一步深化中國(guó)與中東歐國(guó)家海關(guān)貿(mào)易安全和通關(guān)便利化合作，推進(jìn)落實(shí)中國(guó)—中東歐國(guó)家領(lǐng)導(dǎo)人峰會(huì)精神，為維護(hù)中歐產(chǎn)業(yè)鏈供應(yīng)鏈互聯(lián)互通、促進(jìn)中東歐國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展提供新動(dòng)能。
