關(guān)務(wù)小二據(jù)美國環(huán)境保護(hù)局最新消息，美國企業(yè)在進(jìn)口以下兩種化學(xué)物質(zhì)時，可能需要預(yù)先通知美國環(huán)境保護(hù)局并獲得審查通過。

美國環(huán)境保護(hù)局正在接受對一項擬議規(guī)則的評論，公眾評論時間截止到2020年11月16日。該規(guī)則要求計劃制造（包括進(jìn)口）或加工以下兩種化學(xué)物質(zhì)中的任何一種，用于本規(guī)則指定為重大新用途的活動，必須在至少90天前通知環(huán)境保護(hù)局。

• (9Z)-9-十八烯酸與N-環(huán)己基環(huán)己胺的化合物(用作金屬加工液的腐蝕抑制劑和乳化劑)  (參考CAS號：22256-71-9）
  

• - 雙[(羥基烷氧基)芳基]碳化多環(huán)(用于工程塑料添加劑)
  

根據(jù)該規(guī)則，在環(huán)保局對預(yù)先通知進(jìn)行審查、作出適當(dāng)決定并采取該決定所要求的風(fēng)險管理行動之前，不能開始進(jìn)口、制造或加工這些物質(zhì)以用于重要的新用途。進(jìn)口商必須證明，這些物質(zhì)的運(yùn)輸符合《有毒物質(zhì)控制法》規(guī)定的所有適用規(guī)則和命令，包括任何SNUR要求。
此外，在2020年11月16日或之后出口或打算出口這些物質(zhì)的任何人都必須遵守《美國聯(lián)邦法典》第15編第2611(b)條的出口通知規(guī)定，且必須遵守《美國聯(lián)邦法規(guī)》第40編第707部分D項的出口通知要求。

The Environmental Protection Agency is accepting comments through Nov. 16 on a proposed rule that would require persons who intend to manufacture (including import) or process either of the following two chemical substances for an activity designated as a significant new use by this rule to notify the EPA at least 90 days before commencing that activity.
- 9-octadecenoic acid (9Z)-, compd. with N-cyclohexylcyclohexanamine (used as a corrosion inhibitor and emulsifier for metalworking fluids)
- bis[(hydroxyalkoxy)aryl]carbopolycyclic (used as an additive for engineering plastics)
Under this rule, importing, manufacturing, or processing these substances for a significant new use could not be commenced until the EPA has conducted a review of the advance notice, made an appropriate determination, and taken such risk management actions as are required by that determination. Importers would have to certify that shipments of these substances comply with all applicable rules and orders under the Toxic Substances Control Act, including any SNUR requirements. In addition, any persons who export or intend to export any of these substances on or after Nov. 16 would be subject to the export notification provisions of 15 USC 2611(b) and have to comply with the export notification requirements in 40 CFR part 707, subpart D.
